People should be fined for dropping litter

Some people just don't care whatever you do. I do believe these people are in the minority, and there is lots that can be done by the community if we all pull together. But, for those that don't care and won't ever care, there should be fines as the way of making them care! :)

Because we live in a beautiful place but the litter is getting worse and it gets me down.
